Creating a Pathway to Coverage
for Advanced Care at Home Services
About The Advanced Care at Home Coalition
The Advanced Care at Home Coalition (the ACH Coalition) brings together stakeholders to create a pathway to coverage for advanced care at home services, including the extension of flexibilities for advanced care services at home beyond the duration of the COVID-19 Public Health Emergency (PHE). In addition, the ACH Coalition is specifically advocating for the creation of a Centers for Medicare and Medicaid Services (CMS) Innovation Center model to test an advanced care at home delivery model.
Advanced care at home is a delivery model that is accessible, safe, high quality, equitable, and innovative, and the ACH Coalition is working to ensure that CMS and lawmakers understand its benefits and its role in our health care system beyond the PHE.
Background on Advanced Care at Home
During the COVID-19 pandemic, federal and state governments issued waiver flexibilities that allowed hospitals to provide advanced level services to patients at home under certain circumstances. The waiver flexibilities built on the success of previous hospital at home models that have been tested over decades, showing that advanced care at home can be a safe, effective way to provide care to patients. However, these flexibilities are tied to the PHE.
A delivery model through the CMS Innovation Center is the most effective way to test and implement a long-lasting Advanced Care at Home model. Given the time needed to launch an Innovation Center model, we are working with Congress to ensure that there is no gap between the end of the PHE and the beginning of the model, likely requiring an extension of the PHE flexibilities.
